To act as a progressive administrator of municipal clerical duties and legal records entrusted to the Office of the City Secretary, in order to enhance delivery of superior customer service to our citizens.

*When requesting open records/public information, members of the public are strongly encouraged to submit written requests electronically utilizing the online submission portal (not via sending an e-mail). Doing so will ensure requests are routed to the appropriate department and responded to in the most expeditious manner.  Although strongly discouraged, if absolutely necessary, requests may be e-mailed to: openrecords@rockwall.com.  Or, for Police Department records, e-mail to: pdrecords@rockwall.com.  Written requests may also be mailed or dropped off in person at the following address:  Rockwall City Hall – ATTN: City Secretary, 3rd Floor  – 385 South Goliad Street – Rockwall, TX 75087. Or, for police records, go to the  Rockwall Police Department, Records Division at 205 West Rusk Street – Rockwall, TX 75087. In accordance with Section 552.234, any emailed request submitted to any other city e-mail address other than the one listed above will not be responded to.

YOUTH ADVISORY COUNCIL

The purpose of the Rockwall Youth Advisory Council is to provide participation by local youth in municipal government. The YAC takes initiatives directed toward effective change that benefits local youth and provides positive community impact through organized participation in various city sponsored activities and events.

CITY ELECTIONS
City of Rockwall annually calls a municipal election to be held in May on State-prescribed Uniform Election dates (currently the 1st Saturday in May) for the purpose of electing City Council members. Other elections, such as Bond Elections and/or Charter Amendment Elections, may be held in either May or November on Uniform Election dates. Campaign Finance Reports

Under Title 15 of the Texas Election Code, local candidates, officeholders, and specific-purpose committees are required to file campaign finance reports with the City Secretary's Office. 

 

Local candidates, officeholders, and specific-purpose committees are required to file reports of contributions and expenditures, as applicable, in accordance with the Texas Ethics Commission filing schedule

 

The City Secretary's Office is not responsible for reviewing the required documents, advising filers, or ensuring that candidates, officeholders, or specific-purpose committees file the required documents.  All inquiries should be directed to the Texas Ethics Commission

 

In accordance with Sections 552.024, 552.117, and 552.1175 of the Texas Government Code and Section 254.0401 of the Texas Election Code, certain filers’ home addresses and/or home telephone numbers are excepted from disclosure and, therefore, may have been redacted from the reports available on this website, where applicable.
